my name is vimala mohanraj , i went usa visa consular interview at chennai embassy for j1 visa on may 18 .the consular refused my application by providing 214(b).what should i do now? how to reapply. please advice me.

I don't think you will need to apply again, unkess they informed you to do so. If I am right, they normally send you an email with a link in it, to upload or to send the documents, that are needed for J1 visa, and then they will process it as normal .
