I became u.s. citizen in February 2010 and I want to apply for pio card. Do i need to apply for surrender of certificate first and then apply for pio card?

Surrender Certificate - with lost passport
I have lost my passport after I became US Citizen. How do I proceed to get surreder certificate or how do I cancle my passport. -
You have to get certificate that you have lost passport and pay same fee
(not kidding) so if you have really not lost get it surreder certificate.
