Is it ok to send copy of us naturalization certificate without taking infopass and send it to indian consulate in order to get surrender certificate (I am applying by mail)?

Let me share my experience. I took infopass and drove 50 miles early in the morning to get a "certified" copy of naturalization certificate. Officer on the desk called his supervisor and they mentioned that this has been a problem in past too. Even supervisor went and checked with her supervisor and came back telling me:
- USCIS can not put their stamp on a copy to certify it.
- She made a set of copy and signed it with pen on my insistence.
- I was told its OK to make copy for my personal and lawful use.
So it's OK to make photocopy of this certificate.
