About six months ago while I was still a
greencard holder, my mom's B2 visa application
was rejected. I recently became a US citizen,
anybody knows if this is helpful for my mom's
B2 visa re-application again.

Getting US citizenship is not going to help you any better than you being greencard holder, for visitor visa.
