Waiting for visa after interview

my parents had their interview on the may17th for immigrant visa ,its been 23days have not received visa packet ,at time of interview they told they will be getting visa in 2 weeks ,when we call embassy they are giving us vfs contact number .and vfs told us they have not received it yet ,any suggestions ,what we do .....
