Visa refused under the section 214(b)

I have applied to bible college My visa has refused to give reason 214(b) below i mention interview

Me: ( I gave to him)
Vo: Theological studies, Who is your Sponsor?
Me: Father
Vo: What is your father doing ?
Me:He has been working in abroad
Vo: What work?
Me: Supervisor
Vo: How much your his salary?
Me: 750 $
Vo: Give bank Statement
Me:I gave to him my bank book
Vo:Where r u?
Me:I told my city Name
Vo: Which church ?
Me: I told my church name
Vo: Is it far from your city
Me: No it may 1Km
Vo: Are u doing Sunday school?
Me no I’m doing youth Ministry
Vo: Who wrote act book? ( he asked from bible)

Vo: Do have any church letter?
Me :No
Voo you have any bank other details
Me: No
Vo: (He saw the computer )No we can’t give Visa try to go UK or Australia

I got acceptance letter from college,college gave me another letter there they mention no need IELTS or TOEFL that letter also i had, but Vo did not ask that,College told me to show that as same amount showed to VO in my account,
So I don’t know specific reason can any one help me ?
but college told me to come July
they sent me every think again so how to answer second time ?Again Have i need to pay SEVIS payment or that is enough ?this time how to handle this case?
