Change status to M-1

Hello,

I'm changing status from B2 Visitor to M1 Vocational for 8 months course. I e-filed. Three days later USCIS replied with Request For Evidence. Financial evidencem They request to fill out Form I-134 Affadavit of Support for my sponsor who is my grandfather. May my grandfather fill out I-134 Affadavit of Support living in Colombian and not being a U.S Citizen, nor Permanent resident ??

I've read I 134 affadavit of support and all information requested is for american citizens or permanent residents...
