Can anybody help me for following fact.

My ex wife brought me here later we separate and then divorce for many personal difference. I took divorce and then became citizen by naturalization.
I got married with an Indian girl who is also a divorcee, now the problem is she never registered her previous marriage and took divorce out of the court by settlement so she doesn't have court decree of divorce.
When I am going to file I 130 for her what should I do ?
Is it compulsory to have court order of divorce ? Can i submit divorce agreement (which is not thru a court ) ?
your help appreciated.
