Deficiency Notice from IRS

Hi

Currently I'm in India since 10 months. I filled my tax return file for 2010 year ( 1st Jan 2010 - 31st Dec 2010).I got refund amount $3504, But this month I got letter from IRS ( Notice of Deficiency) that I need to pay ($1515 + $303) to IRS.
SO Could you please let me know the process from india ? Shall I need to bound Advocate or Tax Consultant ?

Please suggest me name of that ( Either India or USA)

1. Do you agree that you owe them taxes? If yes, just go ahead and make the payment.

2. If not, is your reason for not agreeing justified? If yes, hire a CPA or tax attorney in the US for the same. If not, look at #1.
