B1/B2 visa for Mother

Hello all, My mother had a 10 year multiple visa which recently expired. She is an Indian pasport holder but lives mostly in Dubai. I was wanting to get her B1/B2 visa (hopefully 10 year multiple) for her to visit us. We filled in and submitted the DS-160 application for place of residency as mumbai as she is currently in India. She was about to set up her interview online but saw that she should apply from the country she was in the last 6 mths. She is a resident of dubai.. So the question is should she apply in mumbai or in dubai...

Also, if dubai is where she needs to apply from, what should be done for the ds-160 that was applied from mumbai.

You can ignore the previously filled DS-160 form. You can just fill new DS-160 form and apply from Dubai.
