Default PIO card for my son after divorce

Here is my situation, my PIO application was rejected since it didn't have my ex-wife's signature. I had provided the divorce documents to the embassy and they refused to issue a PIO. My son doesn't have any relationship with his mother nor he visits her. She declined to take care of him when we took divorce.

Any suggestion would be of great help, I need to travel to india.
