Default H4 to F1: Attend classes while COS application in progress

    Hi,

I am currently in the US on H4 and wish to attend a university in Feb 2013. I am planning to apply for COS from H4 to F1 after commencement of my classes (in Feb 2013). The admission department informed me that due to a recent change in rules, I cannot attend classes when my COS application is under process. So If I apply for COS in Feb, I can't attend classes until the COS application is approved. Is this true? Where can I find information on this?

That would be true only if your current status did not allow studying. Talk to them again and tell them that your current status H4 allows for studying.
This is my opinion and not legal advice.
