India Visa for US citizen on active military duty stationed in afghanistan

Hi

I am in Afghanistan working for the US Army as a contractor. I am a US citizen. I want to visit my friend in India this December. How can I apply for India Tourist Visa ?

I cannot leave the military base while I am in Afghanistan. I am planning to go directly from Afghanistan to India since I only have 2 weeks of vacation , I cannot travel to US and get the visa from SFO.

What are my options ? How can I obtain a Visa while stationed in Afghanistan.
