Default Dependent's I-20 without marriage certificate?

Hi guys - I'm currently working in the US on OPT, and my F1 visa is valid until 2015. I have a peculiar issue - I am getting married in November in India, only after which, I'd be able to get a marriage certificate. That marriage certificate is a required document for my fiance's (she'll be spouse then) visa interview.

Question - do/can universities issue my dependent's I-20 without a marriage certificate, since I'd like to have my fiance's documents setup asap?

PLEASE HELP GUYS! Thanks so much!!

It depends on your school's policies. Some schools give it some schools don't.
This is my opinion and not legal advice.
