Filing I-130 for parents with adopted siblings

My parents adopted a boy and a girl. They both 4 and 5 years old.
1. Can I file I-130 for my father and include them as the dependents of my father?
2. The adoptations are not too long ago. Is there a minimum length of becoming the adopted children before I can file I-130 for them and my parents?
3. If yes, what are the documents I need to provide for support with I-130?
