Situation:
Current status in US - L1B
L1b Valid - May 20, 2015
Total stay in US - 3 years

H1B Approved - January 2013, consulate processing
H1B Expired - January 2014
Never stamped H1B on passport

Can any other employer file my H1B under Cap exemption?

Please advise.

Yes.

If you apply L1 to H1 as Change Of Status and it is approved, you must work only with H1 employer from COS effective date.
