For H4 visa for my daughter

Hi

I got my H1 visa through Delhi consulate. Mine, my husband and my daughter have the passport issued by New Delhi passport office.

Me and My husband came to USA and now my daughter is with my parents in Andhra Pradesh.

My questions is " my daughter has the delhi passport. Now she is residing in Vijayawada ( this comes under Madras consulate.). Now I want to take visa interview appointment for my daughter for H4 stamping. Shall i take the visa appointment for my daughter to the Delhi consulate? or should i take visa appointment at Madras consulate only?"

And also i heard that now in VFS ( new visa appointment) any body can take appointment to any consulate. Is it true?

People can't take wherever they want.
