Query regarding DS160

Hi, I was in Us in 2013 on L1B Visa, my employer at that time filed for conversion from L1B (Specialized skills) to L1A individual while i was in US. My application for conversion from L1B to L1A was denied by USCIS stating the reason that my application was not filled at right time. It was filed just 2-3 months before my L1B was to expire. So I returned to India once my L1B expired. I have changed employer since then. Now my new employer wants to file fresh L1A for me. I was filling DS160 for this and there is a question in the DS160 form that asks for "have you ever been refused a US visa, or been refused admission to US". I think for me answer should be "No" as mine was conversion case and petition for conversion was denied not Visa. I never went for Visa interview in that case.

But still would someone please advice what should be right answer.
