Visitor Visa Extension Denial

Hello

My parents came in Jan 04 ,their I-94 was valid till July 04,we applied for extension in may 04 and waited ,we got a denial on Aug 25 04 and my parents left Sep 2nd 04.

My question is now they are planning to come again, should they apply for a new visa because they overstayed or can they come to the port of entry and explain if asked.Please let me know.

If the extention got denied, the multiple entry visa becomes void. If travels with the visa, the POE can deny admission.
