F1 to H1b, Got My F1 Stamped in Non-resident country, am eligible, stamping in Mexico

Hello
Can someone help we blow info,

I got my F1 Visa, when I use to live in Australia, I got my Stamping in Sydney.
Now I got my H1b, am eligible to go Tijuana, Mexico for stamping ?

My only concerns not to go to India from stamping is,
I did my college in ITU, San Jose, which is not reputed college or Immigration favor college. So I thought of going to Tijuana for stamping.
Am I eligible for getting visa stamped in non-resident country for second time? (Like, my first F1 stamping was done in Sydney, non-resident )

I live in San Diego, so choose Tijuana.

Please share info, if any one know.
