Financial Support from India

My mother-in-law is planning to go on a US tour on her own. She is a housewife.

I have a few questions related to this :

1. Can I as her son-in-law/daughter working in India, show that we will support her visit financially in the US ?

2. Do I need to provide her with an I 134 ?

3. She does not have IT returns, as there is no income ? So will her bank statements and NSC deposits along with my IT returns suffice to show her visit to the US ?
