Applying F1 inside USA

Hi all. My name is Bibs. I am presently working in Japan. I have got I20 from 4 universities in USA. Have applied for F1 visa in the embassy here in Japan. But it seems I am running out of time and the visa processing is not yet complete. The embassy has given me an option to ask for my passport back from embassy till visa application is through. I do have a b1/B2 visa. I would like to know the following option:

I want to get back my passport from embassy, travel to USA under B1/B2 and with secoond I20 I apply for F1 from inside USA.

Can anyone please let me know if this is possible?
