J1- Issues related to 2 yrs Residency Requirement-Reg

Greetings to you.
One of my friends, lives in the USA as a J1 visiting scholar funded by US Govt. And there is two year reidency requirement for him to complete on his return to the home country (India). However, he like to continue to be in USA for some more years after completetion of his J1 visiting scholar program. He like to know how to overcome the 2year residency requirment at India (e.g. through any waiver program or any kind of community activities to do in the USA to complement the requirement of 2 year residency in India etc).
Would appreciate some one can give better ideas to have more clarity.
