Filed my papers but didn't get any response - I-130

Hi guys, really need some help and advice here...
I filed my I-130 docket with everything ready in it, that was April 8th 2016 and nothing happened ever since except the FedEx notification that a "J.Chiyba" had signed on receiving it April 12th 2016.
the checks haven't been cashed nor did I get any notification.
trying my luck I googled "J.Chiyba" as my only piece of information, finding this fellow is notoriously known for incidents of signed dockets that nothing happens with them since 2011!!! It's everywhere on forums, if you are so bad to the point where people typed your name based on you signing a FedEx docket to find many others have had the same problem with you, maybe rethink something...what is this? and how is that guy still there??, beats me.
well, tough luck for me for having that person handle my request.
does anyone know what can I do from here on? is there's a number I can call? and for other peoples sake maybe I can file a compliant against this guy that messes with people's lives.
