Question on starting of PERM process w.r.t H1B visa expiration

Hi Folks,

I have few queries on EB2 - greencard processing

My Qualification:
I am a Technical Lead with overall 9 years experience in IT industry(With Bachelor degree).
Working in US for last 4.5 years with same employer.

My current employer is not filing my GC due to their own financial and business reasons.
Now i am thinking about switching my job and start my GC processing.
But due to less remaining period(18-19 months left) in my h1b visa. I am in dilemma.

I request you folks to guide me in below query:
1. For EB2 category, As i have only 18-19 months left in h1b. Is it possible to start Perm process now ?

I was told by friends that, I need to have my perm approved before 12 months of my h1b visa expiration.
So i cant start my GC processing now ? Am i out of time by now ?
