When can i apply for j1 visa Waiver

I am J1 exchange visitor, just came here a month ago. My j1 visa is for two years. I wonder, when can I apply for visa waiver! My
project probably finishes after a year, but I will be still holding a one
more year J1 visa. Is it possible to apply for visa waiver, even before the
J1 visa expires! (I can apply now, if I am eligible to apply, or at least
after five six months) Could someone please clarify on this.

I am writing to find out if J2 visa holder will get work authorization even if J1 doesn't have any income and is currently participating in research at Mayo clinic. Could you please let me know if a letter explaining all the funds availability for J1 be sufficient to get an approval.
