NORI from Outside USA/India

I am residing in Denmark. I visited USA in 2011 on J1 visa and I am residing in Europe since then. I would like to get 212e waiver. I am checking for NOC from govt of India. As being outside USA, I don't know where to begin with. I contacted Indian embassy in Denmark and they have no clue. I went to the website of Indian embassy, USA, all forms ask for current address in USA. Any help/suggestion will be of great help.
