I had surrendered my green card in 2011 and now again want to apply green card

I had surrendered my Green Card before expiration at New Delhi Office in 2011. I got my greencard from my spouse as she was US Citizen in 2009. I lived for 9 months in US and returned back. Now I again want to apply Green card. My wife is US Citizen living with me in India since 2011. Should I start again with I-130 Petition or is there any other procedure.
