Applying Visitor visa for mother when on J1 visa for graduation

Hello ,

Are there any known issues when applying for visitor visa for mother via people graduating on J1 visa, with regards to j1 visa waiver program etc , also are there any questions expected like what plans after residency etc for the person applying for visitor visa?
