Change of Status from H1 to H4

I am currently on H1B and my I have I-94 valid until 12-Sept-2016. My wife is on H1B extension. Her H1-B ext is in process (not approved nor denied) and I want to know whether I can make a change of status from H1 to H4 as her dependent. And how soon should I start the process of H4 change of status.

You can apply but you will most likely not get her approved unless her extension is approved.

You should apply for COS before your I-94 expiry. Isnt your employer filing for extension?
