Do I have to file I-407 (abandonment of green card) before re-applying for a new one?

I have been 5 years outside the US, and I would like to re-apply for GC and file i-130. Do I have to file i-407 first?

If I have to, what is the processing time for i-407?

Please, help. I'm in urgent need for advice.
