L1b- Can i enter US and how will it affect me .

Hi ,

My L1b visa is due for extension in March 2017 , PED valid till March - 2017
My current i94 is till July 2018
My i797 - is blanket & valid indefinitely

I am planning to visit india next month (Nov - 2016)

1.) can i re-enter before March .
2.) and if yes - will my i94 date be change from July 2018 - if yes will it be extended or decrease to March 2017 .

Your I94 will get renewed till only March 2017. Your current I94 has no meaning once you leave US. The blanket petition is your employer's not yours.
