Fiance lives in Nicaragua (poor to no mail system) How do we get packet 3?

Hi there, does anyone know how packet 3 is delivered for K-1? My fiance lives in Nicaragua and there is essentially NO mail system. Who do they send packet 3 to? This whole process is driving me to the brink of insanity. It's been marginally fast, but not very transparent at all.
