Does my fiances have to meet me in person for me to apply for a fiance visa

I'm sure you probably have an answer to this by now, but yes, they do, unless you can submit a convincing case on why you haven't met. They ONLY will consider waiving requirement for religious or cultural reasons. Otherwise, you must have met (and have proof of this meeting) within the last two years.
