Change of Status from L1 to F1 delayed. Can I join college

Hi,

I am currently working in L1-B status. I got admission for MS and will be leaving my job. I have applied for COS 2 months back but it's still not approved. Also, on the website it shows that my USCIS service center is still processing June's applications. I have only 3 weeks remaining to join and I have already informed my company that I will be leaving in 3 weeks, hence my L1 will not remain valid after 3 weeks, I guess.

My concern is, if I don't get F1 status in next 3 weeks can I still stay in USA and join the college.
