Filling out the I-130 petition form, on question 15, are they asking for my employer as petitioner (US citizen) or my wife's employer as my relative (foreign citizen)? On question 20, does this really need to be filled out in Thai script?

There's only a question 15 in section C, so I'm assuming that's the one you are talking about. Section C is about your relative (your wife), so it's your wife's employer.

On question 20, does this really need to be filled out in Thai script?

Yes, if your wife's name and/or address is in Thai. You can just copy and paste on the computer.
