Does one have to return an old already expired I-131 reentry permit?

The old reentry permit I-131 has already expired and the original I-131 could not be found. When the LPR apply for a new I-131, does s/he have to return the old expired I-131? Has anyone applied for a new reentry permit without returning the old expired I-131?

I have recently applied for a new RP, without surrendering my expired RP.

No where, they ask you to return the expired RP.
