L1 Blanket Visa No Appointment Slot - April 2017 Onwards - Chennai

I am planning to schedule an appointment at Chennai consulate for L1B (blanket petition) in first week of April 2017. However, the site only shows the appointment availability up to end of March 2017. It does not show any appointment availability from April onwards. At all other consulates (like Del, Hyd ..), the site shows the appointment availability up to end of June. So I am not sure why the dates have not opened-up at Chennai consulate. Has anyone else experienced the same. Is it just related to L1B blanket petition (as I am not seeing any available dates) or folks under other visa category are also not able to schedule the appointment. Visa helpdesk was of no use as they said that schdule based on whatever is available!
