F-4 With Priority Dates in Sep-Oct 2003 India

This action has been taken in an attempt to hold number use within the Worldwide F4 annual limit. When the final action dates for these countries are announced for October, the first month of fiscal year 2018, they will be returned to the final action dates which had been established for August.

      yes, it will return to sept.22, 2003, however, next paragraph says they had over 12,0000 people who become documentarily ready who had PD date earlier than Sept.22, 2003!
      SO now question is how many out of that 12,000 they already gave visa to ..? If none, we are looking at next Oct...?

        also, just had a thought, these 12,000 people are not for India only but for all over the world family category so no panicking..
        it will depend on how many people are for India category.

          i think 12000 is of all family based categories of all countries.

            Disappointing that its retrogressed again, but a little hope as they have mentioned that it will resume to the final action from the next fiscal year which is just next month. And yeah 12,000 is definitely all the countries number not only of India. It would be possible though that first the pending numbers may be cleared and then current.

              Hi All.

              Trump admission is not reliable any more. I lost my all hope for F4 and I would also suggest to you all, Don't spoil your current time for this bullshit F4. Since last 2 years we are waiting for the interview call after paying fees. F4 APR 2004. F4 becomes hell for us.

              On next they will start from mind 2017 months. They won't say we are stopping F4 directly.

              They likes brain drains only.

              • To the point perfect analysis. You should be immigration attorney.

                We should get that info on number of August visa issued around 15-20 Sept (DoS usually releases data around 15th-20th of the month for previous month)

                I completely agree with you. Having this into consideration, PD may come back to Sept 22 2003 (worst case, if they have enough number out of 12k for India). If they don't have enough numbers for Oct (assuming they have some but not enough for a month) to process, then PD may move forward in Oct by a week or two.

                There were also few sentences that made me to think on it further.
                "Applicants entitled to immigrant status become documentarily qualified at their own initiative and convenience. By no means has every applicant with a priority date earlier than a prevailing final action date been processed for final visa action. On the contrary, visa allotments are made only on the basis of the total applicants reported documentarily qualified each month, compared with the amount of available numbers."

                This means that not everyone in F4 India before 22 sept 2003 became documentarily qualified when August bulletin was released (Assuming they were still dealing with NVC on documents). However, some would be documentarily qualified when October bulletin will be released. So, those 2 month people who recently became DQ, could add up numbers to 12k when Oct VB gets out.

                  Yes, I know what you saying about more people getting ready in coming months and adding to that 12k number so we never know what to expect. If your PD is in near future such as Sept to Dec 2003, there is a hope still but results for PD after that will be unpredictable. I still hope in 2018 fiscal year and not any later for April 04 to become current.

                      Hello All,

                      How long is the wait for the interview from ROW (bangladesh)? PD is April 2004; All documents received by NVC on APril 2017 (got a letter from NVC saying that they *received all documents are interviews are scheduled within 3 months)*and welcome letter was January 2016. It has been well over 3 months since we received that letter end of April of 2017, now almost 4 months going and no interview yet.*Priority Visa Bulletin says for Sept 2017 that it is Nov 2004 (all other areas) now? So I am trying to figure out what is going on?!!! Any information would help. Thanks!

                        Priority date for Aug was May 8, 2004 for ROW. You should be next in line as soon as they complete the backlog..You could get IL end of Aug or if not, at least in next few months while you PD was current last month.

                          Anybody has any kind of update ? How many visas they have handled out of those 12000 pendings? What are the chances of moving the PD move further? Please share

                            Total number of F4 for July is as below:
                            India F4: 529
                            Worldwide (Except India) : 1573

                            Not sure if these number relates to 12,000 pending.

                              • We have to wait another 25-30 days for August number.

                                However, in next 3-4 days, you will hear some noise in this forum if PD is going to move forward for OCT.
