Tourist Visa / H4 Visa

Hi,

I am currently in USA & my H1 visa extension is in progress. I am not sure how long the process will take. My wife is in India & has to plan a visit. Her H4 has expired.

Will it be fine if she applies for a tourist visa and travel? Will applying for a tourist visa be a problem ? What is the best visa category to travel when H4 has expired & my H1 extension is in progress ?
