Previous I20 terminated can I apply for new f1 visa?

Long story short my previous I20 was terminated around 9 months ago because I failed to enroll. I was going through a difficult period in my life after the death of a family member. I'm a straight A student and had lived in the country already for 3 years without any issues doubt that even matters. I was planning to apply for reinstatement however I realized I needed some time off my study. I left around 7 weeks after my termination.

-Am I barred from entering the country?
-Can I apply for a new F1 visa again?
