I have a friend who has gained about $10k while in US on B2. It has been from gifts though not work. Is this allowed? I assume there may be some sort of gift tax?

In the US, the gift tax (if any) is to the person who gives the gifts, and not the one who receives the gifts.

US person is allowed to gift $14,000/per person/per year without any gift tax consequences.

I don't know what country you are from. Therefore, I don't know what kind tax consequences the recipient has. For example, there is no gift tax if you receive gifts from close relatives like son or father or wife etc.
