Visitor Visa Extension - Check Encached

I applied Visitor Visa Extension for my parents, immigration department deposited my check within a week of sending the application. Can I assume that Visitor Visa application is approved as they have deposited the check or is it possible that they might reject the application and return money even after initially depositing check.

The money is for the application, not for approval. They cash the check regardless of the potential outcome and do not return application fees.
