2 Year HRR and Travel to United States

I just had a general question regarding a J-1 Visa and 2 year home residency restriction....

My wife is a Dominican citizen and is under the 2 year home residency restriction. I just wanted to know that if she were to travel here for 3 weeks under a tourist visa. Would that add on to the 2 years?

Her 2 years ends Dec. 21, 2017. So would her traveling here extend her 2year HRR into January if she were to travel here under a tourist visa?

Yes. That is the definition of the HRR. It counts only the time she spends in her home country. Any time spent outside her home country stops the clock
