Applying for visitor visa for the spouse of I-130 pending

I am a US citizen. My brother filed I-130 immigrant petition. His wife is filling out DS-160 to apply for B2 visitor visa. One of the question in DS-160 is “Has anyone ever filed an immigrant petition on your behalf with the United States Citizenship and Immigration”. should she answer Yes or No?
She is a family member in my brother’s I-130, but she did not file an I-130 immigrant petition for herself.
