What to do !!! Visa got rejected under 221g section , they ask to reschedule intervie

My parent just got reject visa today under 221g section
And they give us the blue paper tell us to reschedule the interview.
Anyone have any ideas , I don't really get it !

No , they didn't speak English wel. My parent told me that ,the embassy not really understand my parents's English.
