If my birth city has a different character from Roman alphabet how to fill out

How do you fill out the place where it asks for birth city and your birth city uses different character than Roman alphabet. Like mine is Põltsamaa. Should I use Poltsamaa.

There should be a key on the keyboard for that. If not, second option looks good to me!
