Visa refusal date - while filling DS156

Hi,

I got my petition went to Admin processing last year (petition was filed in aug 2005 and it went to Admin processing in Sep 2006).

This year my petition was approved.

While filling DS156,

31. Have You Ever Been Refused a U.S. Visa? * Yes/No

I believe I should say NO. But my question is what should I say the for "WHEN". Should it be the last 221g received (saying my application need admin processing) or the date of the first visa interview.

Probably I'm not clear of your answer. "Date of interview" means the first interview date (appointment date) or last interview visit date (the day on which 221g was issued)?
