Vistor Visa from Ireland

Does anyone happen to know whether it is easy to obtain a visitor visa from Ireland to USA or is it as difficult as it is from India? My brother is presently working in Ireland and he has a work permit there. He would like to come to USA for few weeks.

If the officer is convinced that he will return , he may be given the visa at ireland.
but the fact that he is working out of India makes the officer think that he has potential to work and settle in US as well , more so if he is single and going for a casual trip, so the chances may decrease.

If he can show his visit is in relation to his work in ireland rather than a casual trip, he may stand a better chance.

applying in india ; again he will have to show ties to India ...family and
job. if he is single and his job is in ireland , he may be denied.

if he has long term prospects in Ireland then he has a better chnce of getting a visa, since at the moment he is the resident there it makes sense to apply from there.

Right now he is working in Ireland, however his visa is going to expire in November. He is coming here to see his neice for the first time. Although he has a good reason, his visa may cause a problem....i guess
