Help with Indian Tourist Visa

I live in Minnesota. I became a US Citizen last year. I applied for 6 month tourist visa to India by mail. I sent my application to Indian Consulate in Chicago. They received my application on August 13th. It has been over 2 weeks and I haven't heard a word. I have tried calling them but no one picks up. I have emailed them and there has been no response. I read somewhere that I can fax them my questions and they will respond.

How long does it take to get a Tourist Visa by mail. I had enclosed a self addressed US Express mail envelop with my application. My wife's application for a tourist visa was also included in the same packet.

Does anyone have any suggestions for me.

I sent my password for a visa to Chicago on 11th. They received it on 13th.
There was no way tto check the status. I called, emailed and faxed. To my relief I received my passport back on August 30th.
